Description
The N1 and REF segments in loop 2750 are situational in the TR3 and have situational rules that do not explain what to do if the situation is not met. However, both of the segments are mandatory in the standard. As such, shouldn't both of these segments be required by the TR3 if the loop is used?

You are correct. The segments should have been listed as required since they are mandatory in the standard. The existing situational rules should be read as TR3 Notes. This will be corrected in the next technical report.
